The shoes backing plate are made from 100% new Steel that is black coated to resist rust and feature chamfers to assure noise free braking, without chatter.

Brake Shoes for a 98 4Runner

I had replaced almost the entire brake system (at the wheels) a couple of years ago. It was not stopping well so I looked into it. The front pads were bad material, one rear had oil on it. I had replaced discs and pads on my 02 f250 awhile back and was very pleased with the performance. So I invested in these shoes. They work great. Stop very well. Brake shoes are pretty cheap and you can get them cheaper than PowerStop, but I would rather have more braking than save just a few dollars. Some things you should not scrimp on. All five stars but installation and that's only because brake shoes are not that fun to install. Not hard - just not fun.
